Referee Information

Duties of the Referee

  1. Shall at all times impose the rules and regulations of competition as defined by AYSO and FIFA.
  2. Shall at all times put primary emphasis on the welfare of the players and officiate the game in a manner inducing clean competition and good sportsmanship.
  3. Shall stop play for injured players at the next time the ball is out of play except that play may be stopped earlier if, in the opinion of the referee, a severe injury has occurred.
  4. Attend as many referee meetings as possible.
  5. If an official caution or ejection occurs, the referee must file an official game misconduct report with the Referee Administrator within 24 hours of the end of the game.
  6. If an official ejection of a player occurs, the referee must obtain the player registration form and give it to the Referee Administrator along with the written report.
  7. Complaints regarding Coaches shall be given to the Chief Coach.

Referee Training

Basic (Regional) Referee Course

A Basic Course is intended to teach the basic rules of the game to any new referee, coach, assistant coach, or other interested participant.  Upon successful completion of this course, you will be certified as a Regional Referee for AYSO, and able to referee games from U8-U10 age divisions (note: no referees are used for the U6 age division).

Safe Haven Training - Referees

It is a requirement of AYSO National that all AYSO referees be certified according to the AYSO Safe Haven Program.  This program is designed to address the growing need for child and volunteer protection.  The certification program provides every volunteer with the highest level of protection t the lowest possible cost, and offers the hope that every AYSO child will be treated with understanding, compassion, and respect.

AYSO requires all its volunteers to complete, sign, and submit a Volunteer Application form each year, and to act within their job descriptions, and the scope of AYSO Policies, Procedures, and Guidelines.  How do I submit a Volunteer Application?

  1. Complete the online volunteer registration process at www.eayso.org.
  2. Print out and sign two copies of the completed volunteer form.
  3. Present the completed and signed copies of the volunteer registration form, along with your drivers license or other state identification, to the Child & Volunteer Protection Advocate or any other Region 190 Board Member for identification confirmation.  Or, mail the completed and signed forms, along with a copy of your drivers license, to"

    Your drivers license will be used to verify your identification against the completed volunteer registration form, and will then be shredded.
  4. Once your identification has been verified, your registration process will be completed for you online and you will be officially eligible to take referee training.  Your volunteer form may be audited by AYSO National, and subject to a back ground check.  AYSO National reserves the right to reject volunteers based on the outcome of this background check.
  5. You will need to be authorized by the Region 190 Board to perform the duties of the position for which you have volunteered.  This is typically communicated from the Regional Referee Administrator (or Regional Commissioner) on behalf of the Region 190 Board.
  6. You will be required to take mandatory Referee Safe Haven Training (or the Coaches Safe Haven Training).  This is required one time only for all referee volunteers.  This can either be taken online (once the volunteer registration process is complete) or at a Referee or Coaches Clinic.  There is no cost for this training.  See below for more details.
  7. You will be required have received the proper certification to referee the appropriate age division.  This training is also provided free of charge from Region 190.  Review the "Calendar" page of this website for upcoming dates, or contact the Regional Referee Administrator by visiting the "Board" page of this website.

Referee-specific Safe Haven Training can be completed by attending one of the referee clinics provided by AYSO Region 190, or by completing the training online at www.aysotraining.org.  To take training online, you must know your eAYSO ID number.  This ID number can be obtained from the following:

  • If you have previously been registered volunteer, contact the Region 190 Child & Volunteer Protection Advocate (CVPA) by visiting the Board section of this website
  • If you have never submitted a Volunteer Application before, you need to do this by either attending a Region 190 registration session and completing the forms manually, or complete the forms online at www.eayso.org.  When you’ve entered all the requested information, print out at least two copies of the application, sign and date each one, then submit them to the CPVA at:

Once your application is processed, the CPVA can provide you with your the eAYSO ID number or you can send an email request to joanbuffandeau@ayso.org, and they can forward it to you. Please include our number (Region 190) in your request.  New registration data is uploaded to the training site within 48 hours following activation by our region. As a result you may have to wait a day or two to take the course.

Signing Up to Referee a Game

AYSO Region 190 offers a convenient and online method for signing up to referee a game.  Follow these simple instructions:

On the web go to www.refscheduler.net

  • Select AYSO – Click: Continue
  • Select Section 8 – Click: List Areas
  • Select Area C – Click: List Regions
  • Select Region 190 – Click: Login
  • Select your name from the list. Enter your password. Your initial password is your first name followed by the first initial of your last name. Use the first name as it is spelled in the list. If it says Dave, do not type David. John Doe would have a password of johnd.
  • Click Login
  • Click the link Edit Referee Info. Update your information. Be sure to include your email address if you would like to receive an email when you are assigned a game. You can change your password here as well.
  • After you have made all of the changes, Click: Submit Update
  • To sign up for a game you can either click the link: Browse Upcoming Games to see all games or use the calendar to select a specific date.
  • Click Ref It next to the game you want to referee
  • Click on the Center referee radio button and then click: Submit Schedule Update

AYSO Referee Certification Requirements

In order to be a certified referee for AYSO, the following requirements must be met for each level of certification.

Referee Safe Haven Class

  • Has to be taken by all referees (can be taken online at www.aysotraining.org once certified as an AYSO volunteer; if you do not know your AYSO ID number, contact the Region Child & Volunteer Protection Advocate by visiting the Board page of this website)

Regional Referee

  • Games - 0
  • Training - Complete the Basic Referee Course
  • Testing - 75% or better on the Regional Referee Exam
  • Games Required - none
  • Age- minimum 12 years old
  • Service Credits - None required

Intermediate Referee

  • Games - 25 as center ref. (5 at U-12)
  • Training - Complete Modules 14 through 19 (Intermediate Referee Course)
  • Testing - 90% or better on the Intermediate Referee exam
  • Assessment - Applicants for Intermediate Referee level must be mentored by a Referee Mentor (or assessor) and recommended for upgrade by the Regional Referee Administrator or the Regional Director of Referee Assessment. At least one observation as a referee is required, and one as an assistant referee is recommended.
  • Age - minimum 14 years old
  • Service Credits - None required

Advanced Referee

  • Games - 50 as referee (10 in U-14) and 5 as an assistant referee (in U-14)
  • Training - Complete Modules 20 through 24 (Advanced Referee Course)
  • Testing - 90% or better on section referee exam
  • Assessment - One as referee and one as assistant referee in a U-14 match
  • Fitness - Complete the AYSO Physical Fitness Test for this level
  • Age - minimum 16 years old
  • Service Credits - 4 (see below for definition)

National Referee

  • Games - 100 as referee with at least 30 in U-16 and U-19 matches of which at least 15 must be in U-19, if available, and 25 as Assistant Referee with at least 10 in U-19, if available.
  • Training - Complete the National Referee Course. A pre-requisite game count of at least 80 matches as referee prior to attending the National Referee Course is required.
  • Testing - 90% or better on the National Referee Exam
  • Assessment - Two assessments as referee in U-16 or U-19 with at least one in U-19, if available, and one as assistant referee in a U-19 match, if available
  • Fitness - Complete the AYSO Physical Fitness Test for this level
  • Age - minimum 18 years old
  • Service Credits - 6 additional (see below for definition)

Referee Mentor

  • Training - Successfully complete the Intermediate Referee Course
  • Module Testing - 90% or better on the Intermediate Referee Exam
  • Assessment - Assessed, approved and appointed as a Referee Mentor by the Regional Referee Administrator or the Regional Director of Referee Assessment
  • Authorized to - Mentor Regional Referees for upgrade to Intermediate Referee

Referee Assessor

  • Experience - At least three (3) years of soccer experience as a referee, and must have observed or mentored referees either for improvement or upgrade and have the approval of their Regional Referee Administrator
  • Training - Successfully complete the Referee Assessor Course, and 90% or better on the Advanced Referee exam, and 90% or better combined score on the three Referee Assessor Exams
  • Assessment - Successful completion of two (2) practice assessments on referees officiating under 14 AYSO matches (or equivalent). These "over-the-shoulder" assessments must be mentored by a Referee Assessor or National Assessor.
  • Approval - Approved as a Referee Assessor by the Area Referee Administrator or the Area Director of Referee Assessment
  • Authorized to - Assess Intermediate Referees for upgrade to Advanced Referee

Service Credits

The candidate receives 1 credit for each of the following:

  • Serve on the Regional Board, in any position, for 1 year
  • Observe/mentor a new or youth official, 1 game
  • Perform volunteer duties at the Regional Registration nights, 1 session
  • Assist with the Regional Referee or Intermediate Referee training clinic, 1 session
  • Assist with equipment hand-out or turn-in, 1 night

The candidate receives 3 service credits for each of the following:

  • Serve as Regional Referee Administrator, Assistant, Scheduler, or Assessor for 1 year
  • Hosting a summer soccer camp guest dignitary in your home, 1 week
  • Performing as a volunteer on the field maintenance committee, 1 season
  • Perform 5 Referee Assessments (must first become a referee assessor)

This is an e-mail distributed discussion list on soccer refereeing. It receives contributions from all over the world, from referees at all levels of sophistication, on all aspects of refereeing. Just watching the discussion flow by is an education. To subscribe, send an e-mail message to LISTSERV@LISTSERV.URI.EDU with "SUBSCRIBE SOCREF-L" by itself in the body of the message. But be warned: SOCREF-L can run to 100 messages a day. Many folks get the list in "digest" form (a once a day batch) rather than as separate messages, so as not to lose control of their mailboxes.
